Empowering civic monitoring: identifying low-integrity contracts with opentender.eu
At the iMonitor project, we are committed to empowering citizens to actively engage in monitoring public contracts, thereby contributing to transparency, accountability, and anti-corruption efforts in public procurement at the local level. Our innovative public contract monitoring model combines data-driven risk assessment with on-the-ground monitoring by trained civic monitors.
Central to our approach is the use of opentender.eu, maintained by the Government Transparency Institute, as a foundational tool for assessing the integrity of millions of contracts across Europe. Opentender employs our risk assessment methodology and offers users a series of integrity indicators that highlight relevant risks for each individual tender and contract in its database. These allow us to strategically direct our civic monitoring efforts towards low-integrity contracts where the potential preventive impact is higher.
In order to help civic monitors leverage Opentender’s functionalities, we are releasing a series of four tutorial videos on how to use the platform’s various features for identifying low-integrity contracts. These video guides support the first step of iMonitor’s three-step monitoring process: Select, Monitor, Report. By equipping civic monitors with the skills needed to identify contracts with higher integrity risks, we aim to enhance the effectiveness of our monitoring efforts.
